Towards EcoWelfare State: Orchestrating for Systemic Impact (ORSI)

Towards Eco-Welfare State: Orchestrating for Systemic Impact research project (ORSI) studies and develops steering practices that enable the promotion of an eco-welfare state with ecologically effective and societally legitimate measures.

From a societal perspective, the major driver of the project is the fact that within the coming decade, societies need to adapt to more sustainable modes of operation, and welfare states need to evolve into eco-welfare states to tackle issues such as climate change, urban segregation, biodiversity loss and economic inequalities. To achieve such a rapid transformation, public authorities need to steer the activities of citizens, communities, third-sector actors and companies to reach the desired ecological and social impacts.

ORSI is a joint undertaking of Tampere University, the Finnish Environment Institute SYKE, Aalto University and VTT Technical Research Centre of Finland. The project is funded by the Strategic Research Council at the Academy of Finland for the period of 2019-2022/25.

What we do

ORSI focuses on four themes in particular: 1) Transformative governance and budgeting, 2) A just transition in the everyday life of citizens, 3) Responsible innovation processes and 4) Regulating consumer choice. We invite key decision makers, citizens and businesses around the same table to develop solutions.
